Guidelines On Short Message Service Notifications Related to the Use of Mobile Telephone Services
The Telecommunication Regulator of Cambodia (TRC) would like to inform all mobile operators that, to ensure consumers receive accurate, clear, and easily understandable information related to the use of mobile telephone services, all Short Message Service (SMS) notifications shall be provided in Khmer language and/or other languages selected by consumers at the time of their initial mobile SIM registration. In this regard, TRC hereby provides the following guidelines to all mobile operators:
A. SMS Related to the Use of Mobile Services
- Upon successful SIM activation, mobile operators shall send a welcome SMS to consumers confirming that the SIM has been successfully activated and is ready for use. These SMS shall include important information for first-time usage, such as how to check the main account balance or access basic services including voice calls, SMS, and mobile data.
- Every time consumers successfully top up their main account balance, or successfully subscribe, unsubscribe, or automatically renew a plan or service.
- Every time consumers fail to subscribe, automatically renew, or fail to automatically renew a plan or service, both before and after the expiry of the plan or service validity.
- Prior to the expiry of the validity of the main account balance, internet data, plans, or services.
- When consumers use roaming services abroad, mobile operators shall send SMS notifications containing important information, including welcome messages for roaming services, notifications whenever roaming services are activated or deactivated, and standard roaming charges such as voice call rates and internet data usage charges.
- When the usage balance, such as internet data, calling, SMS, or main account balance, reaches 90% and 100% of usage before the expiry of the main account balance, plans, or services. This requirement shall apply to both domestic usage and international roaming usage.
- Upon temporary suspension and permanent termination of mobile number usage in accordance with TRC Announcement No. 10827 dated 22 December 2025.
- In cases where users make requests through short codes, including balance inquiries, subscription or un-subscription of plans or services, and/or user identity verification.
- In cases of mobile service disruptions or disconnection, whether planned or unplanned, force majeure events, and/or upon request from TRC.
B. SMS Related to Commercial Advertising
- All SMS related to commercial advertising concerning mobile plans, services, or other commercial advertisements may only be sent between 8:00 AM and 9:00 PM. The content of all advertising SMS shall comply with TRC Instruction No. 9452 dated 26 December 2024 on Telecommunications Service Advertising, along with relevant laws and regulations.
- Advertising SMS shall be sent separately from SMS related to mobile service usage as specified under Section (A) of this guideline. The heading of such SMS shall clearly state “Advertisement” to enable users to easily distinguish the type of message.
- In cases where advertising SMS are sent by third parties through the network of a mobile operator, all SMS shall clearly identify the sender.
- All advertising SMS shall provide consumers with a means, such as through short code 1204 or other appropriate methods, to choose whether to continue or discontinue receiving such advertising messages.
